Procurement of EO-based information services: Opportunity for EO Service Providers


LuxSpace is carrying out a project on the identification of services and products based on Earth Observation data and derived information in support of Environment Impact Assessment (EIA) and Environment Monitoring for two new user groups, i.e. the Banking sector and the Steel industry.  This project is supported by the ESA program on “Earth Observation Market Development” (EOMD).

Our partners representing the banking and the steel industries in this project are the European Investment Bank (EIB), the long-term lending bank of the European Union, and ArcelorMittal, the world's leader in steel production.

After analysis of their EIA activities we could identify requirements on EO-based geo-information for services and products.  A number of six service trials has been specified to test and demonstrate the usefulness of Earth Observation data for our partners within monitoring.

More information on the service cases developped for ArcelorMittal will be available as soon as the utility assessment is finalised.

The service trials were implemented by service providers in the relevant fields, selected after a transparent tendering procedure.  Luxspace followed up closely the trial services to ensure quality of the products and services delivered.  At the end of the project, the service results, their cost and benefits will be discussed with the users during a number of meetings.  

In October 2008, ESA extended this project to the provision of our services to the World Bank. LuxSpace will manage another six trial services supporting the World Bank on environmental monitoring issues.

A Request For Quotation procedure has been launched on 5 March 2009 by LuxSpace to select service providers for two trial services.  The deadline for submission of offers is set to the 6 April 2009.
